Why is my bqTesla Eval -688 pulsing current to my load when It requires greater than around 100ma, but then changes to a constant current when it's below 100ma? The duty cycle of the pulsed load is ~2s on 2s off.

There are several things that could cause this problem. The best indication what is going on will be on the receiver.
Which receiver are you using with the 688 EVM? The bqTESLA100 will use bq25046EVM-687 and bqTESLA150 will use bq51013EVM-725?
Hi Bill, apologies for the late response. I am using the bq51013EVM-725 receiver. I am also taking the 5V output of the bq51013EVM-725 to the input of TPS61087EVM (5V to 15V) boost converter. The 15V output of the boost converter is being used to charge a LION battery. The 5V output of the bq51013EVM-725 works great into a purely resistive load without pulsing so the switcher seems to be presenting problems. any suggestions? thanks in advance
