I checked the schematic you sent, and ideally there shouldn't be a resistor divider for the SET pins as that leads to ambiguity. Voltage level between 0.8V and 0.25V leads to an undefined state with them. I would either pull them up and drive them low, or pull them down and drive them high.

Hi Andrew, sorry for unclear information. there aren't divider for SET pin that pulled up to 3.3V directly, because the blue components of the schematic  is not placed.  customer test the resistance from SET pin to GND, result is 449Ω, normally it is above 6MΩ.

Do all of the parts have this issue, or just this one?
