What does the 'safety margin zone' and 'operating zone' mean? Why the 1800Vrms has better life than 1500V, 254 years than 135 years?

The operating zone reflects the VIOWM Maximum working isolation voltage as listed in the datasheet.. This is the maximum working voltage we recommend the device be used under.
The VDE884-11 specification includes 20% margin in working voltage and 87.5% margin in lifetime; i.e., a 1.5kVrms working voltage with 20-year lifetime must demonstrate < 1 ppm failure probability at 1.8 kVrms for 37.5 years. Our technology is much better than required by VDE884-11, so instead of the minimum lifetime of 37.5 years, we have 135 years.
So, essentially it's just derating of the lifetime data.
