The current limit/short circuit threshold is set as VDD-15uA*Rlim, right? But customer mentioned they tried to increase the resistor Rlim from VDD to ILIM, the actual current protection threshold was increased.

No, increasing the resistor increases the voltage drop across the resistor (from the 15 uA current source) and this increases the allowed voltage drop across the high side MOSFET. With the same Rdson, the current limit is then increased.
