TPS65988DJ: Can this device support HDMI over USB-C Alternate Mode ?

Part Number: TPS65988DJ
Other Parts Discussed in Thread: TUSB546A-DCI, TUSB546-DCI, TPS65988

Case number is CS1656196. Here are the details related to this case:

I refer to TI Application Report SLLA333 - September 2017,  Enabling HDMI over USB Type-C using TUSB546A-DCI,  Figure 2. 'HDMI and USB3.1 using TUSBx46 in I2C Mode'.

In this diagram, it appears that the I2C clock and data lines from the host HDMI port are not routed via the TUSB546A itself  but are instead indirectly routed via. a 'PD Controller with SBU MUX' to the USB-C connector SBU1/SBU2 pins. At present, we have a product featuring 2 USB ports and a TPS65982ABZQZR PD Controller, but now need to redesign the board to add HDMI over USB-C connectivity to one of the ports. To this end we have chosen to add a TUSB546-DCI chip. I cannot fathom out whether we should (A) connect the USB-C connector's SBU1/SBU2 pins to the similarly named pins 26 & 27 on said TUSB546 or (B)connect to SBU1/SBU2 balls K8, L8 on the TPS65982ABZQZR which we have now, and the I2C balls A5, B5 thereon to the I2C lines within the HDMI host port in our system or (C) change the PD controller to a TPS65988 if this would better be able to support that? It's unclear to me whether this I2C connection is a simple pass-through or whether the PD controller performs some protocol conversion.

I apologise if this is poorly explained but I cannot find any application notes or information to further this design task. Can anyone assist please?
