TL1963A: Does Output capacitor value consider de-rating?

Hi,

*1. According to the TL1963A datasheet P.16 "Chapter 10.1.1", output capacitor is min 10uF with <=3 ohm ESR to prevent oscillations.  Is "this 10uF" value after de-rating or not?   Please advise us.

*2. Is it OK for users to use X5R or X7R 10uF capacitor to prevent oscillations?
