It is not recommended to set the Bob Smith termination refer to RTN.
You can set the Bob Smith termination refer to the chassis GND if possible.

There is no Earth or chassis GND. There's the isolated area (ISO GND) where the TPS23753A is operating, then a local GND on the other side of the TPS23753A's transformer. So in this instance where would I tie the recommended Bob Smith Termination that is on the primary side of the Ethernet/LAN transformer?

You may consider to leave the Bob Smith termination's GND a dedicated ground in this case. Put a polygon in the PCB layout to short all these Bob Smith termination's GNDs.
