BQ25731: Eval board of BQ25731 unable to charge 2-cell LiPo starting at or above 7.75 V

We decided to try different 2-cell LiPos at different levels. When using a battery below 7.75 V, the IC begins to deliver 320 mA of current to initally trickle charge the battery. However, above 7.75 V the current falls to very small levels. Is there a register necessary to configure in order to yield consistent behavior for the circuit (ie, full current of configured charge current, in our case 4A, then buck-boosting as necessary until the battery is at 8.4V)?
