TPS22916: Criteria of releasing RCB

Hi Team,

The datasheet says Vout has to drop below V_RCB (25mV) for it to recover from RCB.

My questions is, 

1. Does that mean the absolute value of Vout needs to be less than 25mV?

2. Or Vout needs to be 25mV less than Vin for it to turn back on?
