RSOC can not be forced to a value, it can achieve accurate by charging it to Full or discharge to empty, the error is caused by the rush current when the system is repowered, if there could be no burst current for charge or discharge to the battery and the battery voltage is stabilized, then the SOC at power up can also be at a relatively better accuracy when you see the RDIS is clear and REST bit is set.
