I am looking for a Single Cell battery charger IC with TYPE C connector, and it should work independently with out host also. I am not able to find the about battery detection when battery is below 1V.

TI currently does not have a battery charger with integrated CCx lines for USB-C communication. A 2 chip solution would be BQ25616 with TUSB320. TI's higher current charger's expect to charge a battery pack with pack protector that opens when V(BAT)<2.5V, not a bare cell.

A USB-C source requires communication over the CCx lines in order to provide 5-V. The D+/D- lines are used to determine output power capability of legacy USB BC1.2 ports only for the first 2 seconds after initial power up and then data communications. BQ25616 is the still the best standalone option.
