TPS65987D: Use TPS65987 without external flash, initialize via I2C

Just need a way to dump the register settings binary file into the device at startup. I do not have an external flash, we were under the assumption that VBUS2 would be acting as a 5V source at startup with MISO = 0 and ADCIN1 = 0.15 but this appears to be incorrect. Is there a strapping solution to enable this behavior, or do I need to program the device with the register settings at startup? If so, any chance I can have access to the app note referenced in the ti support thread I linked above? I plan on using a Spartan 7 I2C bus to dump the static configuration into the device, and storing the data as a ROM directly in the Spartan. A strapping solution would be great though!
