Customer wants to know how to understand this point potential? Is it + sb pin + 0.7v voltage drop?

Annie,

U4 is the 1.2V reference to both op amps. Therefore 1.2V is appearing at U3A-3 and U3B-5. You can also see that the output voltage (Vout) is divided down R26 and R27 to give 1.2V U3B-6 when VOUT=3.3V.
