Yes, all volatile registers assume their default state after the device is power cycled. Section 8.4.1.1 POWER ON RESET (POR) from Datasheet mentions a hold-up circuit that could be used to avoid the device from entering shutdown mode and resetting its settings.

Yes, EEPROM values are factory values and should be stay the same after power cycling the device.
