For controller, I think LM25148/9 is suitable. For converter, LM61495 is suitable. Thanks.

Hi,

At present, Buck products don't have PassThru function. If you need an input voltage of 9V, the output voltage is 11V, maybe you can choose a buck-boost product. However we are not a team and I don't know much about their products, so you need to resubmit an E2E to find another team. Hope this can help you. Thanks.
