TPS23753 Current limit mode?

Hello, I currently have a PoE design that utilizes the TPS23753.  When I initially place a resistive load (~360mA) on the 12V output, I see a significant voltage drop, followed by stabilization of the 12V output maybe 20ms later.  The problem is that the 12V output of PoE drives my system power (5V step down) and the drop is often so significant (drops from 12V to 5V) when I add a load that it resets my system power regulator.

The power up sequence is that I bring up PoE circuitry, my processor loads code (minor load) and ~30 seconds later I turn on another device that adds a considerably larger load.  It is when I activate this larger secondary load when I see the drop that resets my system.

I'm trying to understand if the process in which I'm bringing up my system is resulting in the TPS23753 remaining in a non-switching, current limited mode...at which point my larger load creates such a voltage drop.

Can anyone provide some insight?
