TPS3852-Q1: technical issue

Normal Operation  range is defined as VDD ≥ VDD(min) in the datasheet. 

While VDD is in non-normal operating range or VDD ≤ VIT_ (negative threshold), the reset goes low (asserted). When the reset is asserted the WDI input is ignored, without looking the pulse condition, WDO remains high till till Vdd comes back to the normal operating range.

The timing diagram above also shows that when reset is asserted, WDI is in X state which means don't care condition for WDI input, and WDO output is logic high.

WDO goes logic low  while reset is not asserted, and the WDI pulse is not in the expected window tWDL(max) < tPULSE < tWDU(min)
