My customer is planning to design a new kicked-off lighting power project by single stage Flyback topology, the input Vac voltage of Flyback is up to 480Vac, is UCC28810 feasible for this input range?

Yes, you can use this device for a Flyback Topology with that input voltage. Please, see attached an application note about the design for a Flyback topology for an LED Driver. It provides details on the design for every stage.
