Sorry for my poor question.
I would like to confirm whether it is not necessary to apply a voltage of 8V or higher to BIAS when VIN is 4.2V or higher.
moreover,
I would like to confirm if my understanding is correct that connecting VOUT to BIAS will reduce power loss when "VIN > VOUT > 8.5V".

Hi Dice,
The LM34936 will start to operate if VIN is higher then 4.2 V but note that VCC is generated out of VIN or BIAS so without BIAS VCC can only be close to VIN and that voltage level is also used to drive the MOSFETs. So when operating at that point you need to ensure that the used MOSFETs are OK with that Gate voltage. If OK you do not need to supply BIAS.
You second question is correct : connecting VOUT to BIAS will reduce power loss when "VIN > VOUT > 8.5V"
