Does the UC3909 support boost configuration? If not do we have any Lead Acid Battery Charger that do?

Like most of the TI Unitrode ICs, this is a controller. So, it can theoretically implement any topology.

I suggest they contact a design services group--either the TI design services group in your region or a 3rd-party group.
Another option is to first boost the input high enough to use a buck charger, such as the bq2031 or bq24450.
