This is the applications picture (below) provided at the top of the datasheet for the UCC27282QDRCTQ1. I've built a very similar circuit to this, however I'm having some issues where the HO and LO pins don't sping high or low. What I'm seeing is that when HI and LI are both connected to out of phase duty cycles (50% duty cycle, 180º out of phase), LO remains at near zero, while HO sits at about 8V (the voltage at the top of the high side n MOSFET is 7V). I was providing V_DD with 12V but tried changing this and saw no difference.

Do you see anything wrong/missing with this diagram, or do you have any troubleshooting suggestions? The MOSFETs that I'm using are both CSD19537Q3 (also a TI part).
