For two phase application, can the VDD5 pin of master and slave be shorted even if seperate 4.7uF capacitor have been provided?

Yes, they can be, but it is generally not recommended unless they are both expected to be sourced from an external supply.
This configuration can imbalance the thermal loading of the two devices as the device with the slightly higher VDD5 will tend to source the majority of the VDD5 current for both devices.
