TL431: Specification below the lower limit of Vref

Q1.
I am using a TL431AIDBVR. The datasheet describes the range of Vref. 2.470V is the minimum value for Vref, but does this take temperature fluctuations into account? The test condition is stated as Ta=25°C.

Q2.
The case temperature may reach a maximum of 60°C at an ambient temperature of 20°C to 30°C in the operating environment. In the IC at our disposal, Vref = 2.457 V is measured, which is below the minimum value in the data sheet. Is this normal operation for an IC? Also, can you tell us what causes Vref to fluctuate?

    Q1 -  2.470V is the min VREF at room temperature. VREF spec in EC table specified the device to device variation at room temperature. Temperature variation for industrila temperature range is given in Vi(dev) sepc 

    This variation will be apart from room temperature variation. 

    Q2- A maximum of 34 mV variation across the temperature is expcted (if the device is SOT-23).  The min valuse is dependet on the room temp value .
