Please use the 256 kb EEPROM as the full binary generated from GUI includes base FW binary not just the user config.

I am not understanding this question, are you looking for functionality that force negotiate a certain PDO?

TPS65994ADYBGR could do it?

Can you provide more detail on what is the requirement of the system?
Using TPS65994AD just to only sink 5V3A and 15V3A seems like an overkill.
There is also no way to use GPIO to force negotiate 15V3A as this violates PD spec. Connection always starts with 5V3A then negotiate to 15V3A.

We have a control board need be power by USB-PD Adapter.
Spec requirement:
So if power delivery negotiate can be lockdown in TPS65994ADYBGR instead of "EEPROM" could saved PCB size.
Do you have any advice for this?

USB-PD Adapter have these output characteristics. I think the behavior in note. Please correct me if there is any mistake.
5V 3A-->(Need PD FW to Negotiate)
9V3A-->(Need PD FW to Negotiate)
12V3A -->TPS95994 no support
15V3A --> Design requirement (Need PD FW to Negotiate)
20V3A-->Set dead battery mode to NegotiateHighVoltage.(Unnecessary I2C or EEPROM to Negotiate)?

12V3A can be supported but you need a sink PDO for 12V3A in the project setting.
Setting the device dead battery mode to NegotiateHighVoltage will make the device only negotiate 20V3A (since this is the highest capability the adapter can offer).
