Thank you for using E2E forums and sorry for the delay. LM5156 would work, but input 0V? the minimum input cannot be 0V for any converter. 

If it is a boost converter may I know what is the minimum input voltage you have in mind?

Isolation for continuous operation 1KV required

In that case I would suggest LM5156, although I am still not sure what you mean by isolation, do you mean output to input isolated? or something else?
