sure, you need to connect.  primary Rx --- Secondary Tx,  primary Tx --- Secondary Rx.

With the HW 「 primary Rx --- Secondary Tx,  primary Tx --- Secondary Rx.」, do I need to enable/configure any software, firmware, or parameter settings?

Uart configuration is ready. but you need to write the application-level code to transfer what you want transferred data.

(a )　What I "must" to write in the application-level code to transfer? 

(b) If I don't write anything in the application-level code, I just connect HW 「 primary Rx --- Secondary Tx,  primary Tx --- Secondary Rx.」, do they (UCD3138PFCEVM-026 (PFC) + UCD3138ALLCEVM150 (LLC)) work well?

(c) Could you show me (give me the link) the guide or introductions of  necessities "to write the application-level code to transfer"?

We don't have guidence on the necessities on UART communication, it really depends on whether you'd like to transmit something between the PFC and the LLC, for example, power on/ power off conditions, voltage data, fault data, .etc
