LM3409EVAL: LM3409 eval kit unable to drive peltier cooler

Hello,

I'm trying to use the LM3409 eval kit to control the current through a peltier cooler (CUI part number CP85438). My Vin is 12V and I am using the analog adjustment pot to turn the current to 1A. I'm unable to get a stable output as seen in the below scope captures. The eval kit will drive a DC load fine, so I believe the eval board is working correctly.

Am I running into off time issues due to the low voltage the peltier device operates at? The output is rising above 1.243V so the off time capacitor should be working. 

Which parameters here should I be looking at adjusting?
