I measure 7mA at BATT_IN however my requirement is in uA range.
The current at VBATT is 5mA is it correct?

Which pin of TPS3600 you are measuring 7 mA from?

BATT_IN is not connected to TPS3600. Did you mean VBATT (battery)?
I noticed there are many passive component connected VBATT (battery), which mean they will be drawing current.
Do you know what is the current drawing into the VBAT pin?
In the datasheet recommended current operation for TPS3600 for VDD pin and Vbat pin is in uA range. Please find them in below also.

Are you asking for the internal circuitry? I don't think I would be able to share internal circuitry of the device. But if you look at the functional block diagram shared in the data sheet you may have a better understanding.
As you can see, Vbat input is internally compared with VDD, incase VDD has some power-fail issues or brownout conditions, so that the backup-battery(Vbat) can switch over.
Can you please provide what is the battery voltage (Vbat) and supply voltage (VDD) , output voltage (Vout) and output current (Iout) while you measuring 5 mA?
