TPS61094: IC input issue

I'm having troubles with power consumption using TPS61094 (IC1) in the schematic shown below.

The label BAT_LIPO represents a LiPo battery voltage range of 3V-4.2V.

IC11 is a buck-boost RP605K333B.

When I open the SMD jumpers (JP3, JP11) with the EN pin in a low state and no load, and power supply only to IC1, the power consumption is ultra-low (nA), according to the datasheet. If I close jumper JP3, the total power consumption measured at BAT_LIPO increases to ~130uA.

However, after I have unmounted C59 and C12, the measured current becomes as low as ~20uA.

C59 its an electrolytic capacitor.

What do you think is happening in the IC1 input  ?
