TPS1H000-Q1: Current limit during thermal shutdown

In the datasheet, there's a " Current-limit value percentage during thermal shutdown" value, 60%.

What does this mean? Is the IC still conducting current when in thermal shutdown?

    Please look at figure 23 on the datasheet for more details on this feature. When the device hits thermal shutdown and turns off, the current limitation value is modulated to 60% of the set value for future retries to further protect the device and the load. This is done until the device cools below the thermal shutdown reset temperature indicating the fault condition has passed.
