USB-PD-CHG-EVM-01: VSYSMIN not working as expected

Using the noted EVM.  Not sure I understand the operation of the VSYSMIN register.  My understanding is - VSYS voltage will be equal to the greater of VSYSMIN voltage, or VBAT. Writing to VSYSMIN didn't have the effect I expected.

Read VSYSMIN - 0x1A (26).  I decode this a 9V.  Battery is a 3S, and nominal voltage is about 10.910 to 11.550.  PROG jumper is set to 3S.  

Wrote -x26 (38) to VSYSMIN (and read it back).  38 should be 12V.  I expected VSYS to jump to 12V.  But, it didn't change.

What don't I understand? Or what other register do I need to write?
