TPS2378: TPS2378,On-load problem

Hi   engineer:

     I have some problem about  TPS2378:

    1. When using TPS2378 under light load (less than or equal to 11mA), 2.46S restart interval will appear, and the load greater than 11mA will be normal;

    2. With load, the ground of the oscilloscope used for POE power supply contacts the PCB output ground, and there will be load failure; When no load, the oscilloscope's ground contacts the PCB's output ground, there will be a stable voltage value (can not be loaded);

    1. For the restart internal, is it about repetitive plug / unplug tests? I think if the time interval between plug / unplug is too short the capacitors on PD side may not fully discharged. This may cause failure.  

     2. What do you mean about the load failure? Failure in detection, classification, inrush, overload, Vout regulation, hiccup or other modes?

    By the way, please share waveforms or schematic if they can help to explain this issue.
