Yes, you can use the BQ7695202 IC with external autonomous cell balancing.

As to how, I would recommend to read the Cell Balancing With BQ769x2 Battery Monitors application note, which covers both, how to implement external cell balancing and how to configure the device to cell balance autonomously.
