On these drawings, enough dimensions should be shown to obtain every other possible dimension.  Are you looking at the package drawing on page 29 of the D/S?  https://www.ti.com/lit/ds/symlink/tpsm82866a.pdf 

From there, you add the pad to part edge dimension, which is shown by pin 12 as 0.125 typical, to the pad width, which is shown by pin 18 as 0.45/0.55.  The 8x by both dimensions shows that they apply to 8 instances of that dimension on the drawing, which is both sides of the 4 corner pins (the corner pins are symmetrical).

i check the gerber files from the dev board and the land pattern from the ultra librarian.

in both files the land pattern from the pad corner is 0.8 and not 0.825.
