For such a low value AC input, you can easily rectify the voltage and use a capacitor to approximate a DC input (21V<VIN<50V). In this case you have a DC input variation of ~2:1 which means the duty cycle will vary by ~2:1. Depending on your output power level required, any general purpose PWM controller can be used to design a simple flyback/forward/push-pull converter. You can use TI Power Stage Designer to help with your design/topology choices.
