Without any load drain 5.38mA from power source, but doesn't must be equal to Iq 25~50uA?

Yes, in the typical application connects VINA, EN and PS/SYNC all together to a capacitor to GND.
VINA it's internally connected to VIN with a resistor, page 9.
Then, do you think that the "high current" is produced by isn't enable PS mode?

Yes, correct. this high consumption is caused by FPWM mode. more operation current, more switching and conduction loss of FET internal, and also, more DC and AC loss for inductor.
