I would not recommend using an RT with less than 125 k ohm.  Which sets the minimum switching frequency at 50 kHz.

If you want a fixed delay you would not populate RAHI.  This will disable the adaptive delay for the H Bridge.  If you are not using adaptive delay for for H Bridge.  You mods likely should not use it for the SR drivers.  In this case you would not populated RAEFHI either.  Then you would shortly ADEL and ADELEF to ground.

Because I need to set the Fsw at 25Khz is it possible to design an external oscillator and set the UCC28951 in follower mode syncronizing it to the ext oscillator?

I don't think that will work.  You generally program the oscillator to a slower frequency and sync it the faster frequency.   Generally the programed frequency it 90 to 80% of the sync frequency.

If you need to run at 25 kHz you might need to stick with the UCC2895.
