The bq24075 has a short circuit protection circuit built in. During battery supplement mode, if the voltage at OUT drops by more than VO(SC2) , 250mV Typical, below the BAT voltage and for more than tDGL(SC2) =250us, the output is turned off. The short circuit recovery timer then starts counting. After tREC(SC2)=60ms, OUT turns ON and attempts to restart. If the short circuit remains, OUT is turned OFF and the counter restarts.
The short circuit protection may triggers at values lower than 4.5A. That is because the Vo(sc2) tolerance, between 200mV to 300mV with typical value of 250mV. And also the Rdson of the MOSFET connecting the Vout to BAT has tolerances too. From the datasheet on page 4 in the electrical characteristic table, with no input voltage condition, and Vbat>3V with discharge current of 1A, the VDO(BAT-OUT) changes from 50mV to 100mV.
