Odd Behavior by BQ2060a

I have 3 packs that are showing some odd behavior.  What could be causing the following:

Pack 9 & Pack 8

Pack seems to communicate indicated by the polling, but the bottom of the EV2200-60 software reports "No Acknowledge by Device."  I click on "EE-PROM Tab" and I get a message "Cannot Perform EE function-bq2060 is sealed."  We have never sealed the pack.  I can read the correct data flash values that have been loaded into the IC.

Pack 1

EV2200-60 solftware reports "RS-232 Interface Ok".  It polls correctly.  I can read the Design Capacity, Design Voltage, etc. on teh first screen, the "bq2060 Data" tab.  I click on the "EE-PROM" tab and I get a message, "Cannot Perform EE fucntion-bq2060 is sealed"  Again we have never sealed the pack.   I try and read EE-Prom dataflash and the EV2200-60 software reports "No Acknowldedge by Device" and the software proceeds to report out jibberish.

 

Has anyone run into this issue and know how to fix it and what may cause it?
