Hi Ganesh,
Please try the following to update your profile before attempting the download.
If you are getting an error 403, that's an issue on your side with firewall or anti-virus protection software.
login to ti.com directly (not from pspice registration page).
Go to Account->Personal information and fill in the missing information (most likely the shipping address).
Logout from ti.com, and go the pspice registration page and request again.
Please let me know if this works, or if we need to dig a little deeper.
