LM3405: Some ICs don't illuminate LEDs

Hi team,

My customer has experienced some ICs don't illuminate LEDs. When the customer checks the output of SW pin, there is no switching on SW pin. The customer's IF setting is 220mA. Are there any reasons LM3405 doesn't illuminate LEDs?
