This is due to the ADC design. The value for IIN while VIN is not present and /PG is low should be very low (on the order of uA if any voltage is even present). These ADC readings can be disregarded.

Does it mean that displaying 330mA on IIN without VIN is due to design specifications and is not a problem?
If there is no VIN, does this mean that the IIN value should be ignored?

That's right, ideally the channel would be disabled while VIN is off. This value should be ignored if VIN is not present, it does not reflect actual IIN current.
