If you'd like higher balancing currents, you can implement external cell balancing. This would allow you to perform balancing at much higher currents than what the internal balancing FETs can handle.
Sometimes with lower balancing currents, it may take multiple charge/discharge cycles to fully balance the cells.
I'd recommend to read the Cell Balancing With BQ769x2 Battery Monitors application note for guidance.
