TPS63000 quiescent current issue

When my customer uses TPS63000, they found its quiescent current exceeds 3mA with 3.6V input and 3.3V output without any load. According to the datasheet of TPS63000, the Iq should be below 50+1.5uA. After changing the 4.7uH inductor with 2.2uF as typical circuit on datasheet, the quiescent current increases to 5mA. The input and output cap and other component is similar with the sypical circuit. I have a couple of questions on quiescent current.

1. What is the exact test condition for quiescent current on datasheet?

2. Is 3mA quiescent curret normal result tested by customer? If not, what may be the factors causing the large quiescent current?
