We do not have production tools or software for the bq78PL116. The attached procedure looks like an end user test procedure and many steps aren't based on requirements for the bq78PL116.

TI provides an API https://www.ti.com/tool/BQ78PL11XAPI-SW which is intended as a starting point for a customer to develop their own programming and test environment. You can use this to develop a simplified production and test flow.

For the basic development process flow, see https://www.ti.com/lit/ug/sluu481/sluu481.pdf, 1.5 Design Flow Overview. Note the last item: "Create Custom Production Software using bq78PL11x API". This is not done by TI but by the customer.

The development flow for the bq40z50 is different. It uses a different development tool chain and a different data format for the configuration image, hence the tools for the bq40z50 aren't applicable.
