TPS2595EVM: VOUT1 and VOUT2 always clamped

Have 12V being supplied at VIN from a power supply.   J1 and J3 are open.  No matter what ILIM setting I choose or whether there is a load or not VOUT1 is constantly at 3.8V and VOUT2 is constantly at about 5.8V, so it seems they are both clamped at their OV clamp values.  Their FLT lines are sitting around 3.4V and the LEDs are not on.   Could it be that these two parts are damaged?  Or am I doing something wrong?

    Hi Luis,

    I don't understand the issue here. Based on your description, it looks like the devices are working fine. U1 is TPS259520 device which has OVC at 3.7V and U2 is TPS259533 device which has OVC at 5.7V. OVC response doesn't trigger FLTb so it will remain high. 

    Please reply here to clarify the issue.
