Yes this is correct.

It is best to check with the Battery Manufacture on this question they can also answer question on, cell balancing, rate of charge and temp for a 2S2P Pack. 

From a BQ25172 standpoint it will see this configuration as a 2S1P for charging and would not be a problem. (update)
