TPS82130: Output ramps when disabled

Having trouble getting a TPS82130 to start up correctly and not sure what I'm doing wrong.

Please refer to the 2 scope captures and partial schematic below.

Yellow: 5V (input)

Green: P1V0

Blue: P1V8

Red: P3V3

Yellow: 5V (input)

Blue: U58 pin 1

Red: P3V3

You can see that when the enable pin is low (disabling the U58 power supply output), the U58 output voltage still rises right away to 1.8V or so as the input voltage rises.

Then when the supply is enabled, the U58 voltage rail rises up to the expected 3.3V after the expected rise time.

I don’t understand how this could be happening? It should sit at 0V until the enable goes high.

Anyone seen behavior like this before?
