TPSM63602: No VOUT inspite of following the circuit exactly as the TI Webench Designer

We designed a Power Supply circuit using the Webench Designer for our application where our circuit will be powered by a LIFEP04 4S Battery Pack and we need to step down the voltage to 5V DC. We chose TPSM63602V5 for it's ease of use and high efficiency however upon completeing the design, we are not able to get more than 10-20mV at VOUT!

Can you help us point out the mistake? We have been through the datasheet multiple times and the only part that confuses us the decision to short Rboot with GND and we have tried to isolate RBOOT from ground with no success towards the output voltage

Please note, we're trying to check output voltage without any load at the moment. Let us know if adding a load should change anything for us. 

We are giving it an input voltage from 7.5V, 10V and 15V but at all inputs we are not getting any output, however our supply does show that the circuit is drawing 10mA.

EN is shorted to input VCC so the IC should have turned on but like we said, we're not getting any VOUT.
