When insert TBT device(with AC) to Host for charging,OS(Windows11)will prompt power surge on the usb port

I've tried several hosts, and it always comes up.TBT3 device is source only,Host charging is normally and I measured host and did not trigger OCP

Any suggestions for this bug?any configuration can I change for TBT device PD FW?

Can you please check EC logic for the same?
